Shandong County Pilot Closes the Gaps

Shandong's Tai'an Taishan district and Binzhou Boxing county joined the 2026 national county-level shortfall-remedy pilot; Binzhou runs 10,521 public and dedicated chargers with township-wide coverage. In Jining, operators and drivers alike feel this shift from being able to charge to charging well - whoever thickens the service first seizes the next leg.

Policy Backing

In August 2024, the NDRC and the NEA issued the Implementation Plan for Large-Scale Equipment Renewal in Key Energy Sectors, targeting the phase-out and upgrade of sub-50 kW low-efficiency chargers nationwide by end-2026, covering about 2.65 million units. Early low-power, low-efficiency and fault-prone units are the priority; paired with smart operations, the experience moves from usable to dependable.

From Coverage to Quality

The winning move is shifting from selling equipment to delivering service. Charging-plus, solar-storage-charging, unified build-and-serve and community hosting all embed a single refill into daily life and city operation. Whoever extends one charge into a worry-free one-stop service pulls ahead in a saturated market. In Jining, operators are placing chargers where people naturally gather - markets, clinics, township halls and shopping areas - lifting both usage and convenience so topping up on the way becomes daily routine rather than a special trip.
