Fushan District: Community Charging Installation and Operation

Old-town retrofit and industrial-park fit-out in one district — two markets that need two different playbooks.

Fushan is unusual in Yantai: the old town runs on stock-housing retrofit while the industrial parks and newer zones run on greenfield fit-out. Judging a Fushan site with the wrong playbook is expensive — retrofit sites live or die on grid headroom and siting, park sites on the AC/DC mix and billing design. We run both disciplines and phase construction by what the transformer can actually carry.

Two markets, two playbooks

  • Old-town stock compounds — the binding constraints are grid headroom and parking geometry. Load measurement first; upgrade only if the data demands it. Charging locations usually come from idle corners and disused bicycle shelters.
  • Parks and new zones — better capacity, so the questions are mix and billing: how many AC, how many DC, how employees charge, what visitors pay.

Reusing idle shelters instead of building new

Many Fushan compounds have abandoned or half-abandoned bicycle shelters, store rooms and odd corners between blocks. Converting them costs roughly 40–60% of a new shelter build — the shell, roof and hardstanding already exist. Before converting we check three things: structural capacity (especially snow load), a usable power access point, and whether the location blocks evacuation. If any of the three fails, we recommend a new location rather than forcing the old one.

Park charging: mix and billing

Our default park mix is 70–80% 7kW AC chargers for employees parked through the shift and 20–30% DC fast charging for visitors and business vehicles; logistics vans and shuttle buses get a separately planned high-power zone. Billing runs on three account classes — employees (monthly package or discounted rate), visitors (scan per kWh) and fleet vehicles (independently metered) — so the park's internal cost accounting stays clean.

Construction, protection grades and platform

Standard jobs run 7–15 days in phases to keep parking usable; park work is scheduled around production, including holidays or nights where needed. Fushan sits in the main urban area, so our O&M crews reach sites within 24 hours, with 4-hour fault response from the 7×24 platform. Equipment is specified by location: IP54+ outdoors (IP55+ near the coast or in garages), 304 stainless or hot-dip galvanised with fluorocarbon coating, shelter eaves at 2.2 m or higher with a roof slope of at least 5%, ZR cable and fire-stopped penetrations underground, tray earthing at 4 ohms. After handover the platform does the daily work — remote metering and restart, per-device revenue, automatic work orders, monthly reconciliation exports. Without that layer, chargers quietly become furniture.
