Laishan hosts the Yantai city government, several universities and a cluster of high-tech industry. Unlike Zhifu's retrofit market, Laishan's demand comes from new residential compounds, campuses and industrial parks being fitted out now. That makes it the cheapest district in which to do charging properly — provided the planning happens before handover instead of after residents start queuing.
Where demand concentrates
- New residential compounds — capacity is reserved under newer rules, but owner expectations are high: if charging is missing at handover it shows up directly in property reviews.
- Universities and vocational colleges — large e-bike populations concentrated in dormitory, teaching and canteen zones, with sharp morning and evening peaks that need peak-based sizing rather than head-count averages.
- Industrial parks and offices — mostly AC chargers for employees parked all day, plus DC fast charging for visitors and fleet vehicles, mixed by measured dwell time.
Size to the peak, not the average
The classic Laishan mistake is dividing total users by a coefficient. The result: half-hour queues after class or work, idle ports the rest of the day. We count actual charging requests during the two evening peaks (typically 17:30–19:00 and 21:00–22:30) and install for 70–80% of that peak; the remainder is absorbed with queuing and off-peak pricing. Total investment falls and experience improves. On the platform, employee packages, visitor scan-to-charge and time-of-use tariffs are configuration items, not custom development.
Plan before handover and save 20–30%
For compounds still under construction or just delivered, one-pass planning is worth 20–30% against later retrofits: added trays, re-cut pavement and re-painted parking all cost more than doing it once, and construction after move-in annoys the residents you just promised. Coastal air, port sizing, mixed economics
Near-coast estates such as the Huanghai area see salt-laden air: outdoor enclosures should be 304 stainless steel or anti-corrosion coated, IP54 minimum outdoors and IP55+ in humid underground garages; cabling is protected in conduit, tray earthing at 4 ohms or better, ZR flame-retardant cable and fire-stopped wall penetrations underground. For port counts we use the field rule of one charging port per 30–50 e-bikes in active use — a 500-household compound typically holds 200–350 e-bikes, so 8–12 ports usually suffice. If usage concentrates into 18:00–22:00, add a 1.3× margin; a sheltered, managed site runs about 30% higher utilisation than open-air.
Mixed projects should be costed separately: e-bike ports earn RMB 1–2 per session at roughly 1.5 sessions per port per day — small tickets, stable cash flow, short payback. A 7kW AC charger bills RMB 15–25 per session at 0.5–0.8 RMB/kWh service fee — fewer sessions, larger tickets, and a visible upgrade to the compound's profile.
