Zhifu is the historic centre of Yantai and the district with the oldest, densest housing stock. Thousands of compounds were built around 2000, before charging load existed as a design item — distribution rooms were sized without it, and parking spaces were painted later into left-over space between buildings. Charging here is therefore a different discipline from new districts: the winners are not the cheapest quotes, but the operators who can find compliant, corridor-clear locations and compress the cost of grid capacity.
What the public data says about Zhifu
Public records show that since 2024 Zhifu communities have added 3,990 in-compound charging ports, plus 275 ports in public space around compounds and 16 shared e-bike charging cabinets. The district housing bureau has listed charging facilities as a base-category item of old-community renovation, and compounds that were renovated without central charging — or with too few ports — are all queued for additions.

That volume tells you two things. First, the district is still expanding, so the window is open. Second, competition is already intense — which is why we compete on siting and capacity engineering rather than on device price.
Three kinds of communities we meet in Zhifu
- Open compounds built around 2000 — no owners' committee or a weak one, near-zero grid headroom, scattered open ground. We start with a 7-day load measurement and use orderly charging to shave the peak; approvals go through the residents' committee.
- Gated commodity-housing compounds from 2005–2015 — an owners' committee and property exist, some headroom but not enough for mass fast charging. Typically 10-port e-bike stations plus a small number of 7kW AC chargers.
- Compounds built in the last five years — capacity already reserved under newer rules. The focus is one-pass planning: parking ratios, tray routes and shelter locations fixed before handover, avoiding a second excavation.
When the grid is short: upgrade or schedule
A common Zhifu question: the compound wants twenty 7kW AC chargers — 140 kW on paper — but the distribution room has 60 kW left. Option one is a new 630 kVA transformer: typically RMB 300,000–600,000 including installation, plus a queue at the power company of one to two months or more. Option two is orderly charging (load scheduling): all twenty chargers are installed, but the system runs them at full power when compound load is low and automatically reduces or queues them at peak. Measured on typical curves, the same capacity then serves 2–3 times as many chargers, at roughly 10–20% of the upgrade cost, with no outage for the work.
Our rule is measure first, then decide: seven days of three-phase load curves with a clamp meter before anyone proposes a transformer. Very often the measurement kills the upgrade line item entirely.
Compliance — inspections are frequent here
The 2021 national fire regulation bans parking or charging e-bikes in entrance halls, evacuation routes and stairwells of high-rise residential buildings, and Zhifu runs multi-department joint enforcement into compounds at least four times a year. Every project we hand over is checked against a written list: dedicated supply circuit, independent 30 mA RCD per port tripping under 0.1 s, overload cut-off with self-recovery, full-charge auto-stop plus an 8-hour cap, extinguishers and independent smoke detectors, lighting and CCTV coverage, physical separation from evacuation routes, and usage notices with the repair number on the wall. The acceptance file is handed to the property so later inspections find records, not problems.
How we deliver in Zhifu District
- Free survey — site walk-through, photos, clamp-meter load recording where capacity is tight, then a written proposal with a fixed price.
- Grid application — we prepare drawings and paperwork and deal with the power supply company, so the property does not chase forms.
- Construction — in-house crews, cable trays and distribution boxes done to specification, typical duration 7–15 days.
- Platform onboarding — every device registered on Dongdian Huichong: scan-to-charge, billing, remote control, revenue dashboards and automatic fault work orders.
- Operation and maintenance — 7×24 monitoring, 4-hour fault response, on-site attendance within 24 hours, local spare parts, quarterly inspection.

Common questions
- Will we have to pay for a grid capacity upgrade in an old Zhifu compound?
- Usually not. We record 7 days of three-phase load curves first; in most compounds orderly charging lets the existing capacity serve 2-3 times as many ports, at about 10-20% of a transformer upgrade. A new 630 kVA transformer is only proposed when measurements really demand it.
- Our compound has no owners' committee. Can we still proceed?
- Yes. In older Zhifu compounds the residents' committee commonly organises the decision instead. We provide notice and public-announcement templates and help run the voting step, then sign a three-party agreement among residents' representatives, property and operator.
- What happens during fire-safety checks?
- Nothing dramatic, because the acceptance file is complete: dedicated circuit, per-port 30 mA RCD, overload self-recovery, full-charge auto-stop with an 8-hour cap, extinguishers, smoke detection, lighting, CCTV and physical separation from evacuation routes. We hand the file to the property at handover.
