What the Notice Changed

On August 19 2024, Shandong's development and reform body issued a notice on raising charging service levels. It requires new residential fixed parking spaces to be built with chargers or reserved for installation, and pushes to drop the property or neighborhood committee certificate for home applications.

For Weihai homebuyers, the rule means charging readiness is in place at delivery, so residents can apply for installation right after moving in. Developers and property firms are folding the reservation into acceptance checks, sparing residents errands and delays.

Watch the Ground-Level Execution

The notice's value is removing institutional snags that made home charging hard. The true test is execution: is the certificate truly dropped, is the reservation truly made? Residents can keep the policy text and cite it if blocked, or use the 12345 hotline.

Property and developers should smooth the reservation and joint-application flow early, turning a good rule into a real convenience for new communities. Whether the benefit reaches residents depends on local follow-through, not the text alone.

From Weihai's view, such livelihood policy is valuable not only for momentary ease but for lowering the threshold of new-energy living overall, making the transition feel practical rather than aspirational for ordinary families.
