Chargers Enter Power-Market Rules: What They Balance Is No Longer Just Cars

Hunan's Oct 13 virtual-power-plant trading plan lists 'EV charging facilities' as aggregatable load resources, while Zhejiang mobilized 17,000 electric trucks for valley-filling (47.6 MW peak response). Chargers are shifting from passive loads to tradable, dispatchable grid assets.

A New Identity for the Pile

On Oct 13, Hunan's development commission released a trial plan for virtual power plants in power-market trading. It sorts aggregatable resources into generation and load, and explicitly lists EV charging facilities under load, the first time a provincial market rule frames chargers as adjustable power resources rather than mere consumers.

Proven in the Field

Zhejiang mobilized about 17,000 electric trucks, roughly 6.8 GWh of battery, for grid valley-filling during the holiday, hitting 47.6 MW of peak response and over 102.3 MWh cumulative; deep-valley rates near 0.24 yuan/kWh saved a 400-kWh truck about 100 yuan per charge. Trucks lead because large, centralized, uniformly dispatched batteries fit the use case.

From Fee to Asset

Beyond service fees, stations can now earn grid-side compensation by shifting load to off-peak. Industry platforms already split a pile into four identities: power entry, data node, storage coordinator and settlement unit. For Dongshang New Energy's Yantai community carports, planning ordered charging, metering and remote control now builds the interface to join such asset platforms later.
