How the tariff works

Timing your charge saves real money. Shandong's residential EV-charger time-of-use tariff sets, on a 0.555 yuan/kWh base, deep-valley at 0.222 (minus 0.333), off-peak 0.385 (minus 0.17), peak 0.585 (plus 0.03) and sharp-peak 0.888 (plus 0.333) yuan/kWh; 23:00–07:00 is fixed off-peak, other bands shift by month, residents opt in voluntarily and the utility swaps the meter free from the next month.

The savings, in numbers

The math is clear: a pure-EV charging ~60 kWh weekly pays ~¥1,731/year without TOU but ~¥1,201 on night off-peak—a 31% cut; a plug-in hybrid charging twice weekly (one night off-peak, one weekend noon deep-valley) pays only ~¥946, 41% lower. Off-peak charging also shifts evening load to night and noon, saving money while helping the grid shave peaks.

Yantai's off-peak habit

For Yantai owners this is a doorstep saving. Dongdian Huichong's community shelters and home stalls promote off-peak charging with platform guidance, making 'charge cheap, avoid peaks' a daily habit; residents just tap the 'peak-valley change' in the State Grid App to put every kWh at a better time.
