The doubling target

The National Energy Administration outlined the Electric Vehicle Charging Facility Service Capacity Three-Year Doubling Action Plan for 2025 to 2027. By the end of 2027 the country aims to build 28 million charging facilities, provide more than 300 million kilowatts of public charging capacity, and meet demand from over 80 million electric vehicles.

Residential areas first

New residential districts must install or reserve charging at 100 percent of fixed parking spaces, while existing districts add facilities case by case and pilot a unified build-and-serve model. Simplified applications, including one-certificate-per-community trials, answer complaints about cumbersome grid-connection paperwork.

Quality over quantity

The plan also pushes rural coverage, high-power chargers at highways, and upgrades of aging equipment with clearer pricing. This shift from construction to operation rewards local operators whose value shows after the hype fades and the daily work begins.

A Yantai takeaway: For Dongshang New Energy and Dongdian Huichong, the unified build-and-serve model matches the local residential approach: hand professional operation to a nearby team so both property managers and residents stay worry-free and accountable.
