State Council guidance makes home slow charging the main path

A State Council guidance calls for a high-quality charging network by 2030, centred on residential slow charging and county coverage. For Yantai operators it reads like a community-first blueprint.

The 2030 target

The guidance sets a goal of basically building a widespread, reasonably structured and well-functioning high-quality charging network by 2030. By the end of 2022, China had about 13.1 million new-energy vehicles against 5.21 million charging points, a ratio near 2.5 to 1, so convenience remains the central question the document wants to answer.

Two zones, three centres

City networks should extend from the centre to the edges, focused on residential and office zones plus commercial, industrial and leisure centres. At home, the document promotes smart orderly slow charging as primary and emergency fast charging as secondary, exactly the 7 kW slow-plus-orderly model Dongshang New Energy runs in Yantai.

County coverage and local take-up

The guidance also stresses effective rural coverage, including public DC fast stations in county towns. Yantai's outer towns and counties are both a gap and a blue ocean. Dongshang New Energy and Dongdian Huichong lay slow chargers into communities first, then add public fast nodes, aligning with policy while staking an early claim on rural demand.
