Charging Retrofit for Old Communities in Yantai

No fixed bays, ageing wiring, no owners' committee — old compounds are solvable, but with methods a new compound never needs.

Thousands of Yantai compounds were built between 1995 and 2010, designed with no concept of charging load. The difficulties we meet on site repeat with remarkable consistency, and they are three concrete things:

  • No fixed bays. Parking is painted lines and habit; the one-car-one-bay private charger model simply does not apply, so the answer is a public charging area instead.
  • Ageing distribution and wiring. Distribution rooms run near saturation and riser wiring inside the buildings is old; new charging load needs a proper verification and sometimes trunk-cable replacement.
  • No owners' committee. Many old compounds never formed one, so the decision on public-area construction needs the residents' committee or the property to convene it.

Those three facts decide the method: public charging areas, orderly charging against the measured load, and a three-party agreement convened by the community.

The public-area mode: no bays, no deadlock

No fixed bays does not mean no charging. We build one concentrated station on edge land — idle gaps between blocks, the site of a disused bicycle shelter, cleared waste-transfer corners, or a strip along the compound wall. Each point carries 10–20 e-bike ports with a shelter, lighting, extinguishers and CCTV, a service radius of about 100 metres, and one point per 80–120 households as the rule of thumb. Where vehicle charging is also wanted, the same area reserves two to four 7kW AC bays sharing the trays and power path — civil works run 20–30% cheaper than separate builds. The mode's real virtue is that it steps around the hardest question in an old compound — whose bay is this? — and it concentrates management and fire inspection into one clean site.

Capacity: upgrade or schedule — measure, then decide

Distribution is the big line item, and it is not a single-option menu:

  • Load scheduling — charging power trims automatically at compound peaks so the load stays inside existing headroom; about a tenth of the cost of an upgrade, right when the margin is slightly short.
  • Partial upgrade — replace some distribution-room equipment or trunk cabling without a new transformer; cost and benefit sit between the extremes.
  • Full upgrade — a new transformer solves capacity outright but costs the most, queues at the power company, and stretches the schedule by 2–4 weeks.

The referee is the clamp meter: seven days of three-phase curves, peak values and real simultaneity, then a recommendation. Quoting a transformer without measuring is, frankly, a bet with the compound's budget.

Policy and funding: the renovation window

Urban old-community renovation has been a national priority for consecutive years, and supporting infrastructure — charging included — appears in local programmes. Funding usually combines three channels: government renovation funds or special subsidies; property or owners' public revenue; and operator investment recovered through service fees — the combination being more common than any single source. We help prepare the application pack: construction plan, equipment list, fire-compliance notes and budget detail. One honest caveat: subsidy policies adjust year by year and differ by locality, so amounts and conditions follow the authority's current document — we never promise beyond what the policy itself says.

Fire compliance, first time

The 2021 national regulation bans e-bike parking and charging in entrance halls, evacuation routes and stairwells — and in old compounds, with narrow stairs and worn escape routes, the risk is highest exactly where inspectors look first. Our standard configuration: a charging area physically separated from residential buildings and clear of evacuation and fire lanes; dedicated circuits with an independent RCD per port plus overload protection; full-charge auto-stop and overload self-recovery; shelters in non-combustible materials with extinguishers and a fire-sand box at each point; CCTV, tied into community or police-platform feeds where available; and posted usage notices folded into daily patrols by property or community staff. Whether dangling cables actually disappear after handover depends on three mundane things — enough ports, convenient placement, fair pricing. If those fail, no amount of persuasion holds the line.

The path from survey to switch-on

  1. Baseline survey — households, e-bike counts, usable space, distribution state; a written report with the measured numbers.
  2. Plan and budget — points, port counts, upgrade or schedule, three budget tiers to choose from.
  3. Community and resident communication — we supply notice and announcement templates; the residents' committee or property convenes the decision.
  4. Construction and acceptance — a fixed-price quotation, 7–15 days of works, and an acceptance file handed to the property for every later inspection.

Common questions

Our compound has no fixed parking bays. Can charging still be installed?
Yes - that is the public-area mode: one concentrated station on edge land with 10-20 ports, a shelter, lighting, extinguishers and CCTV, one point per 80-120 households, plus optional 7kW AC bays in the same area.
The distribution room is nearly full. Do we need a new transformer?
Often not. Seven days of measured load curves usually show that orderly charging fits the new load inside existing headroom at about a tenth of an upgrade's cost; a transformer is proposed only when the data says so.
Can charging be built together with our renovation batch?
Yes. Bundling shares excavation, restoration and tray runs with the renovation contractor and typically costs 20-30% less than a standalone project. We deliver stamped drawings and the acceptance file as part of the pack.
